Who will want to work/live in the higher floors?

I am sure some people will, but how many businesses will you actually get
that want to be on those highest floors after 9/11? You can hardly blame
anyone for being reluctant on that issue.

So will the floors above 20 be largely symbolic? Or will NYC have an actual
plan to rescue people there should something ever happen again?
