Donald Trump doesn't own the lease for the land. He has money and influence, but no property on ground zero so there is nothing he can do about it. Larry Silverstein owns the lease and he wants Freedom tower to be built regardless of what anyone else wants. The only way trump could rebuild the towers is to buy out Silverstein. I don't see that happening.

If the twin towers ever get rebuilt I'd expect it to happen in Las Vegas before NYC.
