I don't think dropping a shot-down burning plane somewhere else in Manhattan is a plus in this regard. The structural core idea, coupled with increased outer strength, and most important, a more robust fire system, would do the job.

Wouldn't hurt if the designers remembered that truck bomb, too.

And as others have said, I don't think anybody's going to be taking over a plane from unresisting passengers any more.
