I just got an idea I hadn't seen discussed anywhere else. Seems like a no brainer now that I thought of it.
Had there been 100+ parachutes per floor above the 70th floors people could have jumped and suffered injuries only instead of death. You could run them out on drag lines and poles to open the chutes automatically and help clear the building. Assign a couple of jumpmasters per floor to go through intense training once a year. Not everyone would survive or be able to jump, but it sure beats jumping and bouncing off the ground and there were plenty who tried that. Also it would shorten the line for people trying to get down the stairs leaving more room for rescue workers and the building could be cleared quicker. The Patrones towers have a pair of high speed elevators for Fire fighter use only. If they could get to the top quickly, or at least half way up they could assist in getting the people off with parachutes.
