"Homegrown insurgency", my eye.
Also nice try at playing the sympathy card for Rumsfeld the 72-year-old man. The Law of Old Sayings goes thus: For every old saying, there's an equal and opposite old saying. You apparently want to invoke "Wisdom comes with age". I see your saying, and raise you "There's no fool like an old fool".
Rumsfeld is the man who didn't listen to his own military advisors. Rumsfeld is the man who has been in charge of the way things are going in Iraq, that is to say, the mess. Rumsfeld is the man (and I will never forgive him for this) who didn't finish things in Afghanistan properly before going on to the project he'd dreamed of before W ever took office.
The people whose jobs he supervises, or has supervised in the cases of retiress, at the highest level give him votes of no confidence. Considering how seldom members of the military speak up about command structure in the public forum, this is significant.
If you think the man is wonderful, then buy him a present. Preferably a gold watch on the occasion of his retirement. Tomorrow.

Nice try at redefining dissent as terrorism.
