When GWB first came into office and told the world that he'd held firm with the Republican Congress, Lott in particular, and had driven them down to an 8% increase in spending.

This was before 9/11 and GWOT/Iraq/Katrina/Plan B etc that everyone has since blamed for the large increase in deficit numbers.....
