It's not a communist takeover....
If it becomes accepted (both popularly and as a matter of governmental policy) that anthropogenic carbon dioxide and other greenhouse gases are contributing to global warming, and that this is probably a bad thing for human habitability on this planet, then that implies an need for either regulation of carbon trading scheme or something.
Doesn't it?
As for what the final economic dynamic will entail in such a future, I really couldn't tell you. Presently though, I'm sure those with the most to loose are slowly diversifying away from these sources of profits, and no doubt have been for a while.
