The force on an atom affected by the Casimir Effect can be measured indirectly by first knowing the mass of the atom, and second knowing how its position varies with time. If the atom accelerates, then a definite force can be calculated.
The cantilever would be able to convert that motion into energy by direct contact. It just wouldn't be able to produce net energy
