In the midst of Cheney's campaign to urge Congress to NOT put limits on torturing people, Bush said in a press conference that "The US does not torture terrorist suspects." No ifs, ands or buts.
I asked him if Bush was lying.
The reply was that maybe he meant "at that moment" no one was being tortured.
I'd say he lost. He'd say he didn't.
