The doctor didn't suggest circumcision of a three-year-old as a remedy because it would be highly traumatic for a three-year-old, but he did indicate that he saw such infections among uncircumcised boys. He said that once the boy became more consistent in his skill using the toilet, its incidence could be expected to decline.
SDF's blithering nuttery aside, I do have to point out that you seem to contradict yourself here. Could you clarify? Also, if your reference is just a doctor you spoke to once in a former life that involved taking care of young boys, that isn't exactly grounds to claim anything as true or untrue.
