re: So where are they?

First you have to want to know about it.
The media for decades has made light of these matters, while Hollywood embellishes it. Neither helps a serious study of it.

If you want to learn to ice skate for example....well, you go out an buy the ice skates first. Then you find a rink. You can either go alone, find a tutor, or wing it all by yourself. You might decide it's not for you, or you may end up in the Olympics. You might even join an ice skating club.
But you have to start somewhere if you have an interest.

There are LEAGUES of information out there. Serious studies by serious academics. It's not up to me to point you in the right direction. Frankly, a lot of what is out there is a lot of bunk. I quit buying books and attending conferences years ago. What I do DO, is stay in touch with the top researchers who are coming across credible information all the time, which often takes months (if not years) before it's published. To some degree, you can see the advancement of the phenomena and it's subtle relationships with other phenomena.

SOMETHING is emerging that is very broad and world wide.
How it all is going to present itself, I have no idea.

However, there was even talk on one board that there is going to be a "simulated invasion" in August as part of a black ops project to encourage the public we NEED this Star Wars project to protect us from the unknowns. If that is true, then I would think some of these reports are done deliberately to sway the public.
But honestly, I have no real information to take to the bank; mostly just eyewitness accounts and conjecture...along with grainy photographs and video.........;~)

Go to your local book store or order Timothy Goods' "Above Top Secret-The World Wide UFO Cover-up" 1988 online. An excellent place to start.
