SO2 smells like rotten eggs.
Not dangerous, but unpleasant.
But burning coal and removing SO2 so doesn't get into the air, isn't technologically difficult.
The US has significantly reduced SO2 emission over the last few decades even though the US is burning more coal.
China hasn't. It probably smells a lot in China.
