You are right, I was confusing the smell of hydrogen sulfide with SO2.
And I guess that coal power plants of any kind would not have a strong smell from them- so China wouldn't stink unless it's around pulp mills or oil refineries. But it produces somewhere around 5 times as much SO2 as the US.
