The value of the Identity Card

When Slovenia became independant, the serbs who lived there were erased from all files. When the injustice became known, Slovenia passed laws allowing the erased to get their identity and rights back, but that meant they needed to take themselves the initiative to get their papers back and many were unaware they needed to do that.
When you don't have papers, you don't have a pension, can't own a house, can't vote, etc....
You're a non-person.
This is why having an ID-card is so important! It's a recognition you have rights!
In french, those who don't have an ID are called the "sans papiers" (the paperless). And there's no equivalent in english (well, illegal immigrants is the closest translation).

Amazing how the same paper can have such a value (recognition) here and be rejected in the US or the UK.
Bank cards are far easier to help track people but they're so useful to consumers no one notices that, while ID cards or passports are much more a recognition of a citizenship and rights than a mean to track someone.
