re: "No decent society can help those who fail to stay equal."

A conservative approaches an article from the perspective that the US is the greatest nation on Earth and 'the' place where everyone should want to live. Most people skim through a piece first and this is what the conservative sees:

1) American myth...free will...
2) ...absurdly optimistic assumption.....gross social injustices.
3) ...moral, not a genetic, fault
4) …No decent society can help those who fail to stay equal
5) ...American dream of freedom to cash in on other people's inequality.

I’m not sure how you see it as an apolitical piece (or sentence) but here is a conservative take trying to see the other side.

1- system failure
2- individual failure; segue to the existence of ‘gross social injustices’
3- individual failure
4- Both
5- system failure

Conservative are always on the "defensive", they believe in our capitalist economic system and "it’s the liberals" who constantly chip away at its base, not the other way around.

Maybe if there was a comparison to British society, on the face of it- it would not look like another “what's wrong with America” piece.
