1. We enforce compulsory education on Afghani youth and employ the Afghan military to prevent destruction of schools. We use educational standards to make sure that the next generation of Afghanis are fully qualified to participate, even create, their own modern infrastructure.

2. We enforce a quarantine of Afghanistan until they "catch up" on their own and are able to participate in modern society.

3. We do nothing. We pull out our troops, or leave them there indefinitely (it won't matter). And we accept the possibility that Afghanistan will continue to breed uneducated children, who will in turn become drug traffickers, and terrorist zealots, and export the same worldwide, into the distant future.
