...is that, in a nation that permits freedom of speech and freedom of association, it can be remedied in a generation.
As for the Mexicans and their -ahem- "large families", the same kind of fearmongering was leveled against numerous predominantly-Catholic ethnic groups, including my own.
The thing about very large families in new, struggling populations is, once people achieve a certain amount of stability in their economic lives, the families tend to get smaller. When the children don't die of malnutrition, dangerous housing and poor sanitation, and when the family can afford machines to do some of the work, there isn't the need to produce your own labor force. Also, as the children get weaned and there hasn't had to be a new baby to replace the one who died of dysentery, Mom starts to look at the new opportunities open to her. Educate the boys, and they will pursue skilled jobs and professions as a matter of pride and join their new country as stakeholders. Educate the girls, and you'll have smaller, prosperous families with assertive women.
This is widely known. I'm surprised you hadn't heard it before.
