What if the Bush admin is doing this with the intent of financially crippling the Obama Presidency?

Money for healthcare, money for education, money for pretty much anything? Forget it, the cupboards are bare.*

*For bonus points, who can name the politician who famously used that phrase just after being elected, and just before unleashing a slash-n-burn policy on govt spending?
