That's not strictly true, Bowz

The Keynes formula is to lower interest rates, cut taxes and go into debt during hard times to stimulate growth and jobs and provide a safety net, and to raise interest rates and taxes during good times to pay off the debt, keep the economy from overheating and to prevent inflation. The problem is the Democrats never want to cut taxes and the Republicans never want to raise them. However, they both love to spend money, regardless of what they may claim publicly, because spending programs translate to happy constituents and votes. The only difference between the two is who they want to benefit from the money they spend.
