The monolithic Republican group in Congress, each one terrorized by Cheney into following a party line, lockstep.

Bush even vetoed funds for the troops in Iraq and Afghanistan and got away with it. Because of the party which has become national socialist, having nationalizing and socializing the financial structure of the country.
