Where?

Given your record on analysing asteroid detection options and inaccuracies regarding anything to do with Mars, I'm highly skeptical.

If it involves multiple launches and construction in space you're dead wrong. I've heard of such a plan and it is a make do plan not the safest plan and a big step down in safety IMO from either NASA or Zubrin's plan. All a reasonable person has to do is look at the record of launch delays and issues with maintaining the various multi-unit space stations to see the flaw in a long term (2-3 yr) mission based on a built in space architecture. As pointed out elsewhere we are not talking about simply Zubrin's plan either. We are talking about NASA's draft plans as well.

Mark
