Flaw In That Logic
It's basically NASAs flawed approach for 30 years that has gotten us nowhere. Choose your destinations then evaluate options. The Moon, Mars, and NEO's don't need expensive orbital launch and manufacturing facilities. Since we won't be going anywhere else anytime soon why waste money on facilities that will have a high maintenence and assembly cost untill they are actually neeeded? If any of those three prove of long term use they all could serve as stepping stones beyond Mars.
