Nasa has many flaws.

Spending as much money on a 10 ton pressurized module as the navy spends on a nuclear attack sub is THE reason why NASA has been stalled for the past 30 years. They constantly get screwed over by their suppliers and then eagerly say "thank you Sir, may I have another!" If they would stop spending thousands of dollars per screw, and millions per valve, then they'd have plenty of money to build durable and long lasting infrastructure.

The most expensive part of building in orbit should be the cost of launching payload into space. A private firm could build 10 times the station ISS is for a fraction of the cost. The whole accounting department of Nasa should be strung up and tarred.
