There's a reason the writer thought like that.
The man who wrote that, somewhere inside, thought it was a good thing. This is far from the only example. If you think about it, you can probably come up with many examples of SF where the rustic tree-dwellers are the Good Guys and the technological wizards are Evil.
Why? What have we done to our culture and educational system to make ideas like technological progress and prosperity evil?
