Nobody. Elections will have strict limits of $10,000 for Congress & $100,000 for President paid out of CANDIDATE's own pocket.
Similar limits are currently enforced in the UK and the country is better for it.
One can give speeches in public forums, interviews and handouts for reporters, and create a web site all for less than $10,000. Unlimited spending is making the candidates sell their souls to their campaign contributors. This must stop.
