+/-0.4mm/year and I am sure the 3.21mm/year had error bars-a concept that seems to elude you. These are the results of averaging many measurements so they got 3.21 with an error bar... they were not claiming they had a measurement precise to 0.01mm...
They even give you a link to download the data, and the data header explains how it was measured...
