Memo wars
I have confidence that the torture did not originate with the professional military. These men have a code, they are honorable men, and they find it distasteful and cowardly. Not only that, they have perfectly practical reasons to be opposed to torturing prisoners, because they are likely to be candidates for torture themselves if taken by the enemy. John McCain's vocal opposition to the Bush administration's policies in this area cost him dearly with his own party.
Sanchez's indignation may very well be genuine, I suspect this didn't come from the military, this reeks of lawyers and bureaucrats and crew-cut skinny-tie treachery in paneled, carpeted, air-conditioned offices.
