System restore requires that a usable backup exists and that a goodly portion of the OS functions normally. You always try that route first before wiping your hard drive. I think Lindy was telling us that she could not get into safe mode at all.
Dell's restore does not require much of anything from your PC except a functioning bios and something that will read a disc.
