When the government gains sufficient power over an industry, a company often has the choice of being part of the "court of the Emperor," or stuck on the outside to rot. Unfortunately, such a system selects for companies and corporations that really approve of this kind of arrangement and kills off the independent ones. In older days, this was how things were often done, with "royal charters" and other privileges and restrictions that raised favored companies to riches, and stomped on competitors.
When a law says you must buy a product from a private company, whatever else that is, it ain't free market.
