Sorry, now you're just ducking and weaving.

You "divide" the people in two? How do you decide who's in which "tribe?" Got a list to check off? I bet you do.

It's national gerrymandering, period, and you wouldn't even be bringing it up at all if that wasn't the goal. Creating someplace where those damn redneck voters won't be able to cramp the style of the Smartest People In The Room any more.

Oh, I'm sure there would be other political parties in your various People's Paradises. Nicely tucked into the permanent minorities that Democrats find so much more comfortable than actually dealing with real opposition.

And I wouldn't bet the farm that your enclaves would actually be the Smartest People in the Room. What you might be doing is dividing the people who know how to build and grow things from the people who think electricity comes from a wall and meat from a package. The ones marching around out there right now, in fact.

Oh, wait. How many farms would you have left to bet with?

Look around. There are already "red" and "blue" states and cities. How's that working out? Which directions are population and commerce moving? Would people rather live in Texas right now or Michigan?
