Unfortunately...
We had already decided that earlier so, after the Russkies left, we didn't stick around to help rebuild. Instead, we (the Democratic majority that time) said, "Mission Accomplished!" and fled the scene. Had we rebuilt their infrastructure then, we might not be there now. It's impossible to say for sure but the likelihood is that Afghanistan would have taken a far different tack politically had we stayed to help.
