They did abrograte their rights.
They elected the officials who did this. They can un-elect them. They can recall them. If they don't do that, they've abrogated their rights.
BTW, it's not the Happy Meals that are banned but the free toys that go with them so that kids are not enticed to purchase the Happy Meals.
