It bother's me more that you have no problem with it.
The article briefly brushed at what probably is the core of the complaints- surveillance and reporting of violations by the garbage collectors. And on top of that, they claimed no one will pay the fines that are up to $3000. That's a little hard to believe.
I don't think we've seen the whole story.
