As I explained more than once to Robert, there is no "Tea Party" as such. The people described in the article are among those trying to get in front of a parade that has no organizers and doesn't need "leaders."
I'm not sure how to put this any more clearly: NPR is trying to sell a line of propaganda here. There's no "there" there.
Of course, I can understand why NPR would be trying to distract the public from things like government spending.
