What we have been doing certainly has not worked.
Before making drugs completely legal, I favor making cheap legal drugs available by prescription to anyone willing to register as an addict. This would hopefully take much of the profit and street crime out of the drug trade but still leave a social stigma on drug use that would at least be equal to tatoos and body piercing.
