because there's no need for it. The draft is used when you need a lot of bodies and you can't get them through recruitment. That hasn't been a problem. First, the military has evolved from large ground forces like those used in WWII to smaller, more highly trained units supported from the air. To put it in perspective, at the height of the Vietnam war, LBJ had roughly 500,000 men in Vietnam. There was never more than 80,000 to 100,000 in the field doing actual combat. Today, there are about 250,000 in Kuwait and Iraq (and on ships in the Persian Gulf) with roughly 100,000 of them actually in Iraq. This is out of an active duty military strength of about 1.2 million with somewhere around another million in the Guard and Reserves. There are enough forces to go around, and all of them are volunteers.
As for Iraq having a different culture, that's true. It was also true of Japan, which was the center for the Shinto religion. Thousands of Japanese used suicide tactics (Kamikazi, Kaiten, and other tactics) to attack our forces (they sank 29 of our ships). They believed that dying for the Emperor was a guaranteed ticket to paradise. Sound familiar? Within a few years, Japan became a democracy. Not that it'll be easy, but it can happen.
