Last time I checked, the majority of US debt is held by US corporations and individuals. It'd be interesting to see what'd happen .

Like you said it's all just IOUs. I'm rather rusty myself so you might want to look up monetary policy and the buying and selling of Treasury Bonds or 'T-bills'
