I agree in part
Mismanagement needs to be punished. Not at the expense of true science though. ISS is a wasteful piece of shit that sucks up funds for true space exploration. Most of the weightlessness studies have already been done for decades by the ruskies.
As for Europa, I would like to see a lander too but that would add probably another billion to the price tag and would likely be wasted since we don't have enough info on where the most promising landing sites are yet. Thus the need for the orbiter. Bush is a total ass for wanting to slash this mission which not only would inspire the imagination of millions but could well lead to the discovery of complex lifeforms beyond earth.
