To be fair to the Planetary Society, they have done a lot and are trying to do more by themselves. I think it adds credibility when they do go to Congress for funding.
Also, I want to mention the Space Studies Institute which helps fund research on the critical path to space colonization.
So you are right, We can be less reliant on public funds.
