Vision is useless without funding...
and given NASA's dismal track record managing large projects, there is little push in the population or Congress to increase NASA's funding. Perhaps if NASA can get its management act together, people might be more willing to fund larger projects. Until then, it's like that very true line from "The Right Stuff", "No bucks, no Buck Rogers."
