There are most certainly common objectives to Lunar missions, NEO missions, and Mars missions. It is most frustrating to see so many people hand wave away these commonalities without even looking at the math. In many cases, even technology not an absolute necessity for one scenario would benefit the others. It's really rather simple the technology needed to get to the Moon, Mars and NEOs is similar. Getting back is where the major differences are. The technology needed to make Mars missions feasible makes longer missions to NEOs and the Moon feasible as well in many cases which allows the high costs of such missions to be spread over more work.
