Dovetailing
While I believe it is false to claim more lunar missions are needed before proceeding to Mars, there is no reason not to test the technology on the Moon in conjunction with other goals. I think a manned mission to the lunar poles is an excellent way to add value to a low value (but certainly not 0 value) test run of Martian technology.
