Re: OK, then: we've established that there is no common ground, politically...

"Hey, Robert--

The idea is to pull people in.

If one group has a long-range big goal, that's where their attention will be focused. Have they no talent? Oh, they do. So why throw it away by throwing their dream away? Instead of ditching it, it makes more sense from a team-building perspective to reschedule it as the ultimate goal in the current initiative."

I think that there is no need to reschedule. Let's send a manned mission to Mars in 10 years, but in order to do this we simply need to do some other things first. NASA needs to get it's act together and mount a mission to the Lunar poles- be done within 5 years and cost the tax payer less than 5 billion. I believe that this mission should include crew going to lunar surface, but the reason for mission is to determine if there is minable deposits of water at poles- if the best way to do this doesn't need a crew then perhaps crew shouldn't be sent (but since a crew program to Mars is desirable goal this could also be an opportunity to test some components for manned mars mission- that could be one consideration in planning the lunar mission [but not the sole controlling consideration]).
