Well, they had no plans for invading Hawaii, let alone the mainland. They did not have the troops in the area, didn't have the landing craft, had nothing. Their reason for bombing Pearl Harbor was to cripple the US Navy, prevent it from interfering with Japan's plans for SE Asia.
The small landings in Alaska were designed to draw portions of the US Navy up there prior to Japanese attacks in the Central Pacific. They were not intended to be an invasion force with the intent of occupying any significant part of North America.
Invasions and occupations take a lot in the way of seapower to establish the beachheads. A lot in the way of landing craft to drop off infantry and the armor needed to protect them. None of that was available for use anywhere near North America, except for one feint in the Aleutians.
And I don't know an armed force in the world which is afraid of a bunch of civilians with hunting rifles. Tanks and mortars will take them out in short order. Even in Iraq and Afghanistan it's not the rifles which are causing problems, it's the RPGs, mortars and IEDs, which are in short supply among the civilians in the US.
If an invader can gain some local control, they can always call together the citizens and ask for weapons. If they are discovered later they can and will kill the entire family hiding them. Most people give them up.
