I understand the concern of tests being slanted but we require a test for citizenship and I believe a similar test for voting rights would be reasonable.

The idea of buying extra votes with tax dollars is a little spooky. Unless the amount was so high as to be prohibitive, a group of billionaires might be able to buy the government of their choice.
