It really doesn't make much difference what we do to improve the lot of the more common man, assuming poorer is more common than wealthy, until the average person is allowed to accumulate capital.
The way it works in much of the world is that if someone could start to build a small business their capital is extorted by either legitimate police or illegitimate police.
Look at the former Soviet Union, the massive "loans" they were given and where the money wound up. In the hands of politicians and their families, or the larger crime families. Had that money been invested in small businesses, it could have done some good.
I think building a middle-class is a bottom-up process, and a middle-class is the only way out. And I don't see it happening - every two-bit general who overthrows a government promises "reform" and the countries wind up in the same situation. Even in China, where I would have thought corruption could be easily contained has big, big problems in this area.
Until that's dealt with, there wouldn't seem to be much reason to give or loan ANY country money.
