The answer is: Bush knew exactly (or jolly well should have!) our military capability when he made the original stand, immediatly after 9/11. There should have been no change in his understanding of our military capability between then and the perceived "waffling". Therefore the "waffling" could not have been caused by anything Clinton did.

Let me try it from another angle, in case you still don't have it.

Clinton did nothing to surprise Bush between Bush'es stand#1 and his stand#2.
