<Use and abuse of drugs, is as it always has been, a personal choice.
So is robbing a bank, kidnapping and rape. The one thing they all have in common is they are all wrong. Some things just have to be outlawed for the protection of society.
Robbing a bank, kidnapping and rape involve harming another person. Drugs basically involve only yourself, although in the modern Welfare State a case is sometimes made that a burden on yourself automatically becomes a burden on everybody. Not an issue in a free society, but the latter is theoretical at this point.
Driving under the influence of any narcotic is, and should remain, illegal.
The drug Cartel will not go away just because we legalize drugs. They will laughing all the way to the bank while still feeding the underground market to the US. Tobacco is legal yet there are multi-million dollar underground rings supplying cheap smokes beating the tax man.
Why there would be an "underground" when multinational corporations are growing and packaging brand-name marijuana is more than I can see. Tax avoidance?
Simple answer to that is not to tax drugs, or cigarettes for that matter, but nobody wants to hear that one. In a truly free and untaxed marketplace, the term "black market" has no meaning. If there is a black market, it means that government restrictions are throwing a monkeywrench into the marketplace somewhere, and the market forces have forged an alternate route.

Other crimes are not "victimless."
