Conditions.

His main argument is simple. Iraq holds that sanctions were imposed pending inspections which demonstrated the destruction of the capacity to make WMD.

They allowed inspections, and there was no lifting or easing of sanctions. Not only that, but inspections were used by the US to spy, something the US promised wouldn't happen, denied happened, and is now generally accepted has happening. (They lie.)

What they want now is to allow inspections IF they are tied into the lifting of sanctions.

What they don't want is unlimited inspections with no tie to easing sanctions.

Not completely unreasonable.

What GWB sees is a lot of oil in an area which has had a "no-fly" zone for a long time, a plum just waiting for the picking.

Bush needs his "Gulf of Tonkin", some excuse, sort of like what happened before the invasion of Poland in 1939. And inspections are being used to create that. (And doesn't want too many others in there. He wants the spoils, as we've seen.)
