SH is a dictator. He controls a nation with military force, not with a rule of law. He took power through murder, not by the choosing of the Iraqi people. There is no legal political opposition in Iraq. His opponents are MURDERED. This is in my assessment an intrinsically evil government.
Compare this government with any democratic nation. While democracy is messy and far from perfect I can't see how anyone could argue that democracy is intrinscially evil. America has been through two wrenching political experiences recently with the impeachment and the disputed election. Both were very messy and very emotionally charged, but not a single person was killed during either of these situations. That says a lot for the democratic process.
